Midland Man Victim of Excessive Use of Force by City of Midland Officer
In a story that has gone viral on social media, a local City of Midland man was on the receiving end of an officer’s pepper spray with many people are saying was an excessive use of force.
On July 2nd, Vicente Jimenez visited Midland City Hall to obtain a from he says he’s been repeatedly requesting from the city.
In the full twenty-seven minute long video posted online, Jimenez enters Midland City Hall to request a document he says is a “notice of claims provision.”
Jimenez interacts with staff and others in the building, making jokes and having friendly conversation. At one point an unnamed city employee sits with Jimenez and seems to begin researching how he can help Jimenez obtain his form. Jimenez even offers to leave if the city employee could tell him a time he could come back to pick up the form he’s requesting.
At one point an officer enters the building and asks Jimenez why he’s recording. The officer then says she’s “sure that someone probably asked him to leave.” Video shows that no city employee ever asked him to leave the building.
Things then go south when the officer gives him a lawful order to leave the building. Jimenez disputes the verbal commands by the officer and the officer responds by attempting to physically remove him by placing hands on him. The officer then releases Jimenez and pepper sprays him in the face.
Jimenez is then handcuffed and taken to a hospital.
Jimenez was never charged with any offenses.
The City of Midland released a statement where they claim Jimenez was “disruptive” despite the full video showing otherwise. The City also told other media outlets they felt the use of force was justified.
NewsWest9 interviewed civil rights attorney Carmen Roe where she stated that while Jimenez should have followed the officer’s lawful command, the use of pepper spray was not justfied by his non-compliance and that his rights were violated.
Vicented Jimenez says he will be suing the city.

Mayra Flores Finds a Way to Get Paid Without Even Running
Mayra Flores, a four-time congressional candidate, first Mexican-born woman in Congress (she mentions it), and pioneer of the campaign-as-career business model — is seemingly starting a hybrid super PAC.
The PAC, named American Dream PAC, features thirty photos of Flores on the front page and starts by talking about Flores being the first Mexican-born Congresswoman in US history.
